Budget Hotels in Paris exist but technically you are talking about hostels or going for a 2 or 3 star hotel minimum in case you want to stay in the city centre. There are certainly more options on budget hotels in the outskirts of Paris but normally a backpacker hasnt got the time to travel 2 hours witht the RER (local trains connecting the suburbian areas with the city centre in Paris) back and forth to the see the Louvre and the Notre Dame and all other 30 sights within a couple of days. Due to the size of the city and how all the sights are located from each other, staying centrally in Paris is kind of a key thing when you go there as a visitor. I stayed several times in the Blue Hostel just around the corner from the Gare de Lyon, and from there you can easily take the Metro line 1 and hope on and off to see the Notre Dame, the Louvre Museum and the Champ Elysees all in one go within a day. Just as an example. However not all of these hostels located in the city centre offer private rooms. Although many of them have rooms with en-suite showers. But still you have to share with another 3 people minimum. Space is the issue of course and so it might be that you need to travel by Metro another 10 or 15 minutes to find a single room in one of the hostels for 45 Euro. Like the International Youth Hostel at 10 rue Trousseau, I stayed.
